I am afraid we have been unwittingly guilty of not consulting the right people before the reply at (2) was sent. I thought that when Mr. Anderson referred to 'Mr. Edmonds' he meant Mr. Edmonds in C.S.D,' but I find now that this was not the case and that it was to Mr. B.D.Edmonds that he referred.

I think the letter at (2) was, in point of fact, perfect- ly correct, and I do not much like X of the second paragraph of (3).

I do not know what has been the practice in your Depart- ment in the past in relation to arrangements about 'A.D.C's, but I have always understood that they were matters personal to the Governor, and if a Governor wants to appoint an Air Force Officer serving locally as his Honorary A.D.C., it seems to me that the proper thing is for him to get in touch with the local Air Force authorities and if they want to satisfy themselves that the arrangements are satisfactory to the Air Ministry it
